Charles Tisdale Howard (born February 16, 1856 Eckford, Michigan) was an assistant U.S. Attorney, and a member and speaker of the South Dakota House of Representatives. Howard was the son of Russel Marshall Howard and Emaline A. Morse. He graduated from Albion College, in Albion, Michigan, in 1880.〔http://campus.albion.edu/library/archives-and-special-collections/histories-and-timelines/albion-college-graduating-class-index-1843-1900/〕 In 1882, Howard moved with his family to Redfield, South Dakota, and was appointed Assistant U.S. Attorney for the district, a post he held until 1896.
